Still Drooling

Ollie started drooling at 3 months. It hasn't gotten better since. I've spoken with multiple doctors about it, but they all tell me it's teething. It may very well be, but for almost 2 years in a row, everyday, no stopping? Kids don't teeth like that. I personally think it's a swallowing issue but no one will refer me to a speech therapist. I was always told that at 2 we would reevaluate the situation since it should go away around 2...It has slowed down a little bit, but he still gets everything wet.
